I can't change the Word Colors in Posts if I use the new Forum Skin

I can't change the Word Colors they are always black. If I press the buttom at the top, a little white square appears and nothing happens.
It looks like this:

This only happens if I use the new forum skin "Naruto version 3.5"
I always need to change the skin to 3.0 or lower and then it suddenly works. Could anybody help me? Is the fault from my computer or is the fault in the new skin?

Endless probably hasnt got to that part which is why the new skin isnt finished!

My problem is that I am trying to find a way to create a new skin for this forum but I do not know how to make this foru a new skin.
